Currently, the rules still consider the possibility of starting robots manually, without taking into account the Game Controller, but with a penalty:
L450: To encourage teams to use the referee box, 15 seconds advantage is given to teams using the referee box in any stoppage of the game
With the introduction of throw-ins, goal kick, corner kick and free-kicks, it is highly unrealistic to apply this rule. Therefore, I would like to enforce the use of the Referee box. This would help to simplify the rules and would make clear to teams that using the Game Controller is mandatory and not optional (most of the teams listen to the Game Controller now anyway).
This change would also affect L1512-1522.
