Currently there are 3 passages in the rules with a very similar content for description of the free-kick procedure: (Lines: 963-975, 1524-1549, 1550-1563)
I think that the risk of inconsistency is high with this kind of duplication. Moreover it makes rules unnecessary long.
Also, these rules now concern several different procedure (free-kick, goal-kick, corner kick, throw-in, penalty). I think we should find a term which refer to all of those procedures (e.g. restart kick), define custom elements in each section and when referring to all of them simply use the common term.
I propose to describe all the kicks at a single location and to introduce a common term to separate between kicks from center points (kick-off / drop-ball) and other restart kicks.
