[Discussion 2024] Remove Adult Size Robot Handlers

During RoboCup Eindhoven 2024 the following rule changes were proposed

Remove adult-size robot handlers from the field

Remove robot handlers from the adult-size field during normal games.
Robot handlers should enter the field only when the robots require assistance.

I suggested this change. Persons on the field hinder progress of the league. The AdultSize robots must be able to survive a fall.

I would suggest this change too. By removing handlers, we would be pushing forward the progress of how robots complete fall recovery, this should be something that RoboCup should lead the whole industry. This also will have Adultsize games be more interesting for the audiences.
